Town of LeRay Planning Board Work Session

March 18, 2008

1.         Call to Order: The March 18, 2008 work session portion of the LeRay Planning Board was called to order by Acting Chairman Jerry Hobbs at 5:30 p.m. in the LeRay Conference Room, Evans Mills, N.Y.

2.         Roll Call: Board members present: Chairman-Fred Tontarski, Acting Chairman-Jerry Hobbs, Alan Cameron, Larry Covell, Karl Vebber, Sam Biondolillo, Community Development Coordinator - Jessica Jenack.  Others present - Walter VanTassel.

3.         Reading and Approval of Minutes: None

4.         Design Guidelines:

On page 6 E.1.a., Mr. Hobbs recommended adding “in consultation with the Town Board.”

On page 7, third paragraph, Mr. Tontarski recommended taking out the word low-level and just leave “lighting”.  Mr. Hobbs commented that there were a lot of nice things in the guidelines that he would like to see.

On page 12, it was suggested that the word “Amish” be replaced with “horse drawn vehicles”.

On page 14, Mr. Cameron commented on the illustration and that he felt an individual should be able to build their home wherever they deemed appropriate.  Other members reminded him that the guidelines were for commercial and multi-family developments.  He felt the illustration was not representative.

On page 18, Mr. Cameron remarked on the third paragraph that it may be unreasonable for a developer to try to hide those items.

On page 21, Mrs. Jenack recommended including the words “oaks, maples, ashes, elms, etc.” after shade tree for clarification purposes.

On page 24, Mr. Tontarski commented on bullet #3 that the light poles could be taller for parking lots.

The Planning Board members directed Mrs. Jenack to forward the Design Guidelines with the discussed revisions to the County Planning Board for review.

5.                  Self-Service Storage Facilities:

Self-Storage Facilities - the only modification to the definition was the addition of the word “retrieving” before personal property or commercial goods.  The definition is considered final and will be sent to the storage owners in the Town for their comment.

Limited Equipment Rental - as far as service it would be limited to their own rental equipment.

Under Automobile, Vehicle and Equipment Repair - mobile homes was changed to motor homes.

Vehicle and Equipment Sales and Rentals - the phrase “heavy/large” may have to be modified to include a weight limit.

Board members were given documents to review before the next work session regarding guidelines/standards for storage facilities.
